Olympic National Park Launches Concession Agreement

The National Park Service is seeking proposals to operate lodging, dining, retail and other commercial activities in Olympic National Park in Washington state.

The contract, expected to commence on February 1, 2026, has a term of 12 years and includes commercial services at Lake Crescent Lodge, Log Cabin Resort, Fairholme Store and Hurricane Ridge.

The Park Service expects the winning company to invest $2.55 million in the properties during the first term of the contract. The expected gross revenues for the first year range from $8.3 million to $9.2 million.

The minimum franchise fees that would be payable to the Park Service are: 6 percent of gross receipts for gross receipts from $0 to $7 million; 8 percent of gross receipts for gross receipts from $7,000,001 to $10 million; 12 percent of gross receipts for gross receipts greater than $10 million.

Log Cabin Resort features a total of 28 accommodations, consisting of midscale lodge rooms (motel-style units), A-frame chalets and newer two-bedroom cabin units, as well as rustic camper cabins. Lake Crescent Lodge features 55 midscale lodging units, including rooms in the main building with shared bathrooms, historic Singer Tavern Cottages, Roosevelt Fireplace Cabins and motel-style units in the Storm King, Marymere and Pyramid Mountain buildings.

Log Cabin Resort offers casual, family-style service for breakfast, lunch and dinner in the café overlooking Lake Crescent, with a menu of sandwiches, salads, pasta, pizza and a variety of entrees. The café seats approximately 60. There is also a counter in the main building retail area with grab-and-go items. Lake Crescent Lodge features an upscale, casual lakeside dining room (restaurant) serving breakfast, lunch and dinner daily, featuring creative Pacific Northwest farm to table cuisine. The dining room seats approximately 75. There is also a lounge adjacent to the dining room in the main building lobby.

The Fairholme Store offers a grab-and-go service for food and beverages, including pre-packaged items and snacks.

The concession operated campground at Log Cabin Resort has a total of 38 sites. There are 31 RV sites, including electric hookups, and 7 tent sites with fine gravel tent pads, of which four are standard tent sites, one group tent site, and two bike tent sites. The concessionaire may choose to customize the mx of RV, tent, group, and bike tent sites. All sites include individual fire rings and picnic tables. There is an RV dump station and a convenience station with restrooms, coin showers, and coin laundry on site.

The contract requires the winning bidder to complete all deferred maintenance and statutory projects (totaling ~$850,000) within the first two years of the agreement. It also requires the winning bidder to build a new comfort station, five new RV spaces for employees, a new boat ramp, and renovate the bathrooms in the main building.

The NPS will only accept electronic proposals in response to this prospectus. Each proposal must be received electronically, no later than 12:00 noon (Pacific Time) on December 19, 2024in the format as described in the Proposal Instructions, for assessment before awarding the new concession contract.
